ADEM (Agency for Development of Employment) is the public employment service of the Grand Duchy of Luxembourg. It has 7 regional agencies spread across the country. ADEM aims to be the reference partner for all stakeholders in the employment market. Its main challenge in the current economic context is to bring job seekers and employers together as effectively as possible. ADEM has set up personalised services for its various clients (job seekers, employers) in order to inform them and provide them with targeted assistance. Like all European employment services, ADEM is an active member of the EURES network and has been tasked with setting up the EURES National Coordination Office. The ADG (Arbeitsamt der DG) is a public service responsible for employment and training for the German-speaking community of Belgium. Its services are intended for job seekers and employers. You will find all the information on the website www.adg.be or by sending an email to: info@adg.be. Our services are primarily intended for job seekers, whether they are unemployed or employed, whether they receive unemployment benefits or not, and are divided into three main departments. Firstly, employment advice and mediation, including placement, advice and support in the job search, as well as assistance with entering and reintegrating into the labour market. Job seekers can view job offers in our offices and online at jobs.adg.be. In the career guidance department, we support job seekers as well as pupils and students looking for a career goal and the corresponding training. Additionally, we provide information on professions and the job market. The professional qualification department offers initial and continuing training at the training centres of the employment agency, at companies or with external trainers. From the 1st of January 2024, Pôle emploi has become France Travail. The aim of France Travail: to guarantee support and services that are even more adapted to the needs of unemployed people and companies that are recruiting throughout the territory, thanks to reinforced cooperation with all stakeholders in employment, training and integration.
Le Forem is the Walloon Public Service for Employment and Professional Training. Its main mission is to integrate job seekers into the labour market with a view to sustainable and quality employment, as well as to meet the needs of employers and their job offers. Thanks to an extensive network of partners, Le Forem also plays a role in coordinating the employment and training market in Wallonia. It assists and coordinates all stakeholders and service providers in the employment market, ensures its role as a strategic contact with regional and federal institutional bodies, and ensures the management and dissemination of information related with the employment market.
Le Forem also offers companies consulting, assistance and information services on employment and training. It guarantees access for companies to public aid and systems, advice on human resource management and dissemination of their job offers.

The Federal Employment Agency (Bundesagentur für Arbeit – BA in German) serves individuals, companies and institutions in the field of employment and vocational training. In order to be able to carry out its mission, it has a network of agencies and offices throughout the country. In addition, it studies, observes and produces statistical reports on the labour market and vocational training. It is also responsible for the payment of benefits as a Family Allowance Fund. It also has the task of monitoring the fight against fraud.

From the 1st of January 2016, following the French territorial reform, Lorraine has been part of the new Grand Est region (Alsace Champagne-Ardenne Lorraine). In this new region of 5.55 million inhabitants, almost twice the size of Belgium and bordered by over 500km of borders with 4 countries (Belgium, Luxembourg, Germany and Switzerland), Lorraine, made up of 4 departments (Meuse, Meurthe-et-Moselle, Moselle, Vosges), is characterised by its geostrategic position as a central crossroads between Grand Est and the Greater Region, marked by a tradition of welcoming and intermingling, its communication routes and strong cross-border dynamics.
The Ministry in charge of Employment and Training Policy is competent in matters of:

• management of the labour market
• financing, approval and networking of different associative players of employment and training policy
• personalised support for job seekers
• employment assistance and training assistance
• collective retraining plans
• cooperation in matters of interregional mobility

• cross-policies in matters of employment and training
The areas of competence of the Ministry of Labour, Employment and Social and Solidarity Economy are defined by the Grand Ducal decree establishing the ministries. The responsibilities of the ministry cover three main areas, which are:
– employment;
– labour law and professional relations;
– social and solidarity economy.
The ministry is responsible for implementing government policy in this area and for the general coordination of the actions resulting from it. Similarly, the ministry creates the legislation falling within its powers.
The area of activity of the Ministry of social affairs, labour, health and demography of Rhineland-Palatinate (Ministerium für Soziales, Arbeit, Gesundheit und Demografie Rheinland-Pfalz) extends to issues related with social security and employment, as well as health issues, intergenerational conflicts and social affairs. The department for employment mainly deals with issues of labour law, labour market policy (at a national, European and international level), the fight against undeclared work, social, technical and medical protection in employment, as well as issues of health insurance, accidents at work and insurance for the elderly. The Saarland Ministry of economy, labour, resources and transport (Ministerium für Wirtschaft, Arbeit, Energie und Verkehr des Saarlandes) creates a favourable environments for the Saarland economy and new companies. It promotes the development of new energy sources and modern transport networks. It pursues an active policy in terms of employment and promotion of tourism. Within the Ministry, a special working group for Cross-Border Workers has been established. This group is responsible for developing legal and administrative solutions related with the problems faced by cross-border workers in the Greater Region and the companies that employ them.

Frontaliers Grand Est offers unique legal information on the status of cross-border workers in the Greater Region. Its main mission is to inform cross-border workers (employees, employers, job seekers, students) of their rights in terms of labour law, taxation and social protection in Germany, Belgium and Luxembourg.

Founded in 1918, FEDIL is today the Luxembourg professional association representing the sectors of industry, construction and business services. At the national level, FEDIL’s main objective is to defend the professional interests of its members as well as to analyse all economic, social and industrial issues related with them. In addition, FEDIL strives to develop the spirit and bonds of solidarity between Luxembourg employers.
FEDIL has also been involved at a national level as a partner for employment, and as a facilitator. In collaboration with companies, for example, for many years FEDIL has offered monitoring of the employment market aimed at assessing medium-term labour needs in specific areas. This monitoring is presented to young people in training to enable them to move towards promising sectors when they enter the labour market.
The LVU (Landesvereinigung Unternehmerverbände Rheinland-Pfalz) aims to support its members in their political, economic and social tasks, which are of fundamental importance. The Saarland Association of Business Associations (VSU) is an organisation made up of 20 business associations and groupings from various sectors of the economy. It also represents 7 Saarland companies that do not belong to any economic sector. As a member, the VSU represents the Federal Association of German Employers’ Organisations (BDA) and the Federal Association of German Industry (BDI) at a local level.
The VSU integrates and promotes the common business and economic interests of its members. As a representative of the Saarland economic sector, the VSU influences regional policy at several levels, and in particular is actively involved in the process of transforming Saarland into a competitive and attractive region for the industrial and personal services sectors.
