Working in Temporary Employment in Luxembourg – Skills, Opportunities & Career Pathways

Roxanne Ugolini, Project Manager for the Federation of Temporary Employment Companies in Luxembourg, and Yann Le Jaudet, Training Advisor for the FSI, present the mission of the sector and the opportunities offered through temporary employment in Luxembourg.

The FSI (Sectoral Training Fund for Temporary Agency Work), created in 2009 at the initiative of the FEDIL Employment Services Federation, brings together 31 temporary employment companies representing more than 75% of the sector’s turnover in Luxembourg. Each month, around 10,000 temporary workers are active across approximately 1,500 user companies, operating in all sectors of the economy.

A Key Sector in the Luxembourg Labor Market

Temporary employment plays a major role in Luxembourg’s economy, offering flexible and accessible opportunities across many industries.

The main sectors include:

  • Construction (around 40%)
  • Industry (around 30%)
  • Retail and hospitality
  • Tertiary services
  • Healthcare

Around 70% of temporary workers are cross-border commuters from France, Belgium, and Germany, highlighting the sector’s strong regional integration.

Training, Safety & Employability at the Core

Temporary employment is one of the few sectors with its own dedicated training fund. The FSI focuses on two key priorities:

  • Workplace safety, with a significant reduction in accident rates
  • Employability and upskilling, through targeted training programs

In 2025 alone, more than 1,800 people transitioned from temporary work into fixed-term or permanent contracts, showing the sector’s real pathway to long-term employment.

Currently, around 3,500 positions are available through temporary employment agencies in Luxembourg across multiple sectors.
