The FSI (Sectoral Training Fund for Temporary Agency Work), created in 2009 at the initiative of the FEDIL Employment Services Federation, brings together 31 temporary employment companies representing more than 75% of the sector’s turnover in Luxembourg. Each month, around 10,000 temporary workers are active across approximately 1,500 user companies, operating in all sectors of the economy.
A Key Sector in the Luxembourg Labor Market

Temporary employment is one of the few sectors with its own dedicated training fund. The FSI focuses on two key priorities:
- Workplace safety, with a significant reduction in accident rates
- Employability and upskilling, through targeted training programs
In 2025 alone, more than 1,800 people transitioned from temporary work into fixed-term or permanent contracts, showing the sector’s real pathway to long-term employment.
